I tried picking up down to it 2 SCU container with the larger handheld tractor beam and it said it was too heavy. Which tractor beams can pick up what nowadays?

Yeah that’ll do it - and to answer your question, I find the pyro multi works fine, maxlift does ok and the ship tractor turret is decent, but the ATLAS is best. As the development continues I think we’ll see further iterations of cargo and hand held movement of items.
