My user folder keeps reappearing after being deleted. Delete user folder → Launch game → game crashes → user folder reappears. Is there a fix?

A new user folder is created when the game launches if there isn’t one, that is normal. It creates like the config files and other saved settings/options. The “fix” to delete the user folder is to attempt to reset the game back to all the default settings.
The main issue here is the game crashing. I think the usual steps for that is looking at updating video card drivers, verifying file integrity, and possibly re-install it.
